In Millbrae, Strata Learning's before and after-school program operates as an Expanded Learning Program. All students enroll through the same process. Some students qualify to attend at no cost through the district’s Expanded Learning Opportunities Program (ELO-P).
STEP 1: SUBMIT REGISTRATION REQUEST

The program directors will review your registration request.

If there is space available, you will receive an Enrollment Offer email to complete the registration process.

If there is not space available, you will be notified and placed on the waitlist. You will be notified when a space opens up.
STEP 3: COMPLETE REGISTRATION PROCESS
Click the link in the email and complete the following info:

Child Details: Update or add General/Authorization Questions, Allergies, Special Diets, Medication, and Authorized Pickup.

Tuition Auto Pay (TAP): Update or Setup payment account with a bank account or credit/debit card.

Sign Documents: Electronically sign enrollment documents.

Family Portal: New families will be prompted to create a Family Portal Account.

District-Funded Families: If you believe your child qualifies to attend at no cost, you must read the District-Funded Enrollment (ELO-P) section below before submitting your request.

School Assignment: You must complete the Registration Request for the specific school your child will attend in the fall.

Rising 6th Graders: If your child is currently a 5th grader at an MESD elementary school, you must select Taylor Middle School for their 2026–2027 registration.

District-Funded Enrollment (ELO-P)
Strata Learning is the Expanded Learning Program provider for the Millbrae School District. Through the district’s Expanded Learning Opportunities Program (ELO-P), qualified students can attend Strata’s before and after school programs at no cost.
While the district funds and determines eligibility for this program, all attending students participate in the exact same Strata Learning experience. Every student in our programs follows the same expectations for supervision, engagement, and behavior support.
Eligibility (Grades TK - 6)
Enrollment Priority MESD strives to accommodate as many students as possible; however, program participation is subject to capacity. Applications are accepted for all unduplicated pupils, with priority placement granted in the following order:

Priority Level 1: Students experiencing homelessness, youth in foster care, and students whose families receive SNAP benefits or qualify for free school meals (through the Federal Free & Reduced Application process).

Priority Level 2: Students whose families qualify for reduced-price school meals (through the Federal Free & Reduced Application process), as well as English Learners who are at at Level 1 based on the English Learners Proficiency Assessment for California (ELPAC) or at risk of becoming a Long-Term English Learners.

Priority Level 3: All other English Language Learners who do not meet the Priority 2 criteria.
Programs are hosted at all five MESD school sites. If a site reaches its maximum capacity, a waitlist will be established based on the priority tiers listed above.
